Just ahead of Quebec’s upcoming provincial election, U.S. President Donald Trump dismissed allegations of him interfering with French-speaking Canadians as baseless, calling it a nonsensical claim in a recent post on his Truth Social platform. The dispute stemmed from issues that led to the breakdown of trade talks between the U.S. and Canada last week, as highlighted by Prime Minister Mark Carney. Carney emphasized that certain U.S. demands posed a threat to the French language by potentially impacting subsidies for French media and bilingual product labeling requirements.
During an address in Lévis, Quebec, Carney addressed the concern raised by American negotiators regarding the discoverability of French-Canadian content on streaming services, labeling it as an “irritant.” He noted that current Quebec laws facilitate easy access to such content, despite American insistence on maintaining certain labeling standards.
In response to Trump’s assertions, Industry Minister Mélanie Joly emphasized the importance of sovereignty and national values, stating that the issue goes beyond mere affection for French Canadians. Joly’s remarks came after Trump accused the Prime Minister of fabricating the interference claims for political gain.
In a legislative move last year, Quebec enacted Bill 109, officially titled “An Act to affirm the cultural sovereignty of Québec and to enact the Act respecting the discoverability of French-language cultural content in the digital environment.” This bill mandates streaming platforms to include and enhance accessibility to French content, a regulation that came into effect in December 2025. Additionally, Quebec’s stringent regulations on product packaging labeling, enforced under Bill 96, have been a point of contention for the U.S. government as a trade concern since early 2025.
