“Prime Minister Carney Allocates $1.2B for Ocean Conservation”

Prime Minister Mark Carney revealed a $1.2 billion federal funding allocation for ocean conservation initiatives on Tuesday in light of upcoming decisions regarding a new West Coast pipeline and the expansion of a key port in Metro Vancouver. Carney emphasized the necessity to enhance marine life protection systems to accommodate the increased maritime activity resulting from the proposed projects.

The funding is designated for various enhancements, including bolstering the Canadian Coast Guard’s monitoring capabilities, implementing a national near-shore weather forecast system, and establishing a plan for responding to oil spills involving marine mammals. Additionally, the initiative involves upgrading search and rescue facilities, enhancing seabed mapping efforts, and advancing fisheries conservation measures.

Carney’s announcement in North Vancouver preceded an impending decision by Ottawa concerning the designation of a proposed Alberta-British Columbia pipeline as a national interest project. Carney highlighted the economic diversification potential of the project, estimating the creation of nearly 150,000 jobs across Canada. Emphasizing a cautious approach to development, Carney stressed the importance of balancing economic growth with environmental protection measures.

Furthermore, Carney assured that the proposed pipeline would avoid ecologically sensitive areas, following a route similar to the existing Trans Mountain pipeline, while maintaining the ban on tanker traffic along B.C.’s northern coast. The announcement coincided with an upcoming referendum in Alberta on potential separation from Canada, alongside the confirmation of LNG Canada’s Phase 2 expansion in Kitimat, B.C.

Carney has expressed support for the expansion of the Port of Vancouver’s Roberts Bank terminal, aiming to allocate approximately $10 billion for the project to diversify export markets. Acknowledging the port’s current capacity constraints, Carney emphasized the importance of reinforcing Canada’s trade relationships with various partners to enhance economic sovereignty.

As maritime activities increase at the Port of Vancouver, Carney underscored the need to fortify measures safeguarding marine ecosystems, particularly the endangered southern resident killer whales dependent on the waters off B.C.’s southern coast. Initiatives to address underwater noise affecting marine life were highlighted, including a $100 million investment to monitor and mitigate noise pollution across all three Canadian coasts.

Furthermore, Carney discussed plans to allocate funds for Indigenous-led stewardship and restoration efforts in the Lower Fraser River Estuary, in addition to enhancing fisheries enforcement capabilities through modernized tools like drones. The funding also includes provisions for the Northern Shelf Bioregion Reconciliation Framework Agreement to facilitate collaborative conservation efforts in the Great Bear Sea region.

The allocated funding was welcomed by Coastal First Nations, with President Samuel Schooner applauding the collaborative approach to preparing for increased vessel traffic and potential environmental impacts. However, environmental advocacy groups, such as the Wilderness Committee, raised concerns that the ocean protection funding was insufficient compared to investments in large-scale projects like the Roberts Bank expansion. Additionally, some critics pointed to proposed legislation, such as Bill C-39, as potentially undermining environmental protections for at-risk species.
