The Canadian government has officially begun the search for a Canadian team to refurbish 24 Sussex Drive, Canada’s renowned official residence, to make it habitable for future prime ministers. A recent procurement notice has been released, inviting domestic companies to showcase their capabilities for consideration.

The notice outlines the selection process, with seven finalists to be chosen in the initial stage for the national design competition. The winning team is expected to secure a design and construction contract by the fall of 2027. The focus is on creating a “world-class design vision” that utilizes Canadian products to transform the gutted residence into a secure and modern living and working space for future prime ministers.

The project emphasizes the importance of Canadian involvement, stating that the rehabilitated residence must be completed by Canadians, using Canadian materials and innovations throughout. The official residence has been unoccupied for over a decade due to successive prime ministers avoiding the high cost of renovations, resulting in the deterioration of the historic building.

Prime Minister Mark Carney has expressed his disappointment with the state of 24 Sussex Drive, labeling it as an “embarrassment.” He has initiated plans to restore the residence through a national design competition and fundraising efforts. The government’s Request for Qualification (RFQ) provides detailed guidelines for potential teams, emphasizing the creation of private living quarters for the prime minister and their family, alongside functional spaces for work and events.

The winning team will also be tasked with ensuring accessibility, landscaping, and heritage restoration. The RFQ serves as a screening process to assess the qualifications of competing teams, with experience in complex projects valued. The competition rules mandate the inclusion of Indigenous people and businesses in the project.

While the exact renovation costs remain unknown, the construction budget is expected to be revealed in the next procurement phase. The top contenders are expected to present designs that embody “architectural excellence” and inspire national pride, with the ultimate goal of renewing 24 Sussex Drive for future generations. The Rideau Hall Foundation, leading the fundraising campaign, plans to launch a formal campaign in the near future.
