The details of the discussions held during the April 7 meeting have been shrouded in secrecy, as revealed by federal briefing notes acquired under the Access to Information Act.
Accompanying Moroun from Michigan were Kevin Kalczynski, a senior attorney from the family’s businesses, and Brennan Lee, a senior financial executive who is also Moroun’s son-in-law. On the Canadian side, the meeting included Paul Halucha, deputy minister of Housing Infrastructure and Communities Canada, Marco Presutti, assistant deputy minister, and Jesse Tracey, a senior federal government lawyer.
Although Moroun initiated the meeting, significant portions of the agenda and the government’s interpretation of the meeting were redacted from the documents. Despite attempts to reach out to the Ambassador Bridge for Moroun’s perspective on the meeting and his objectives from the Canadian officials, there was no response at the time of publication.
The Gordie Howe International Bridge, connecting Windsor, Ontario, and Detroit, is expected to divert nearly half of the traffic from the Ambassador Bridge, posing substantial financial implications for Moroun. In 2021, the Ambassador Bridge facilitated over $140 billion in merchandise trade, equivalent to around $390 million daily and accounting for 26% of Canada’s road exports, as reported by Transport Canada.
The Canadian government had a vested interest in the meeting, aiming to navigate the $6.4 billion Gordie Howe bridge through substantial political pressure from the White House to proceed. The briefing materials outlined Halucha’s role as a listener, intending to gain insights into Moroun’s perspectives on corridor operations and the resolution of outstanding issues as the new bridge nears operation.
The involvement of a private entity in an international border crossing, as seen with Moroun’s ownership, introduces a unique dynamic, according to Laurie Trautman from the Border Policy Research Institute at Western Washington University. This business-driven approach raises concerns about transparency amid strained relations between Canada and the United States.
Discussions with private bridge owners are continuous, as stated by Housing Infrastructure and Communities Canada, highlighting the ongoing efforts to strengthen the trade corridor generating economic activity on both sides of the border. Post-meeting, a federal briefing note indicated Moroun’s acknowledgment of the Gordie Howe bridge proceeding to open, leading to subsequent rate adjustments by the Ambassador Bridge to align with its new rival.
The emergence of the publicly owned Gordie Howe bridge poses a significant challenge for the older, smaller, and less efficient Ambassador Bridge. While strategies may have evolved with the changing landscape, the Moroun family’s core objective remains protecting their business interests through strategic actions and legal challenges.
