A young police constable who engaged in a sexual relationship with her married senior officer will not be subjected to a misconduct hearing. Caitlin Howarth, 25, was in the early stages of her career at West Yorkshire Police when she began a secret affair with Daniel Greenwood, 42, who held a high-ranking position in the force. Greenwood, who was earning £93,000 annually as the Covid enforcement chief for Bradford, breached lockdown restrictions to have a sexual encounter with Howarth. Following his admission of gross misconduct, Greenwood resigned from his position, while Howarth managed to avoid facing any significant consequences as the misconduct hearing related to their affair was dropped.
The probationary officer met Greenwood in March 2020 through her mother, who worked with him at a school. Greenwood assisted Howarth in joining the police force and supported her application process. Their improper relationship was exposed when Howarth became involved with a drug dealer she met on Tinder.
Greenwood, residing in Bingley, West Yorkshire, acknowledged allegations of gross misconduct spanning from March 2019 to November 2021 during a police disciplinary hearing and voluntarily resigned from his role due to the inappropriate nature of the affair.
Despite being nearly half Greenwood’s age, Howarth also resigned from her position and was expected to face disciplinary proceedings. However, the hearing was delayed without much attention. West Yorkshire Police stated, following Howarth’s acquittal, that there was no basis for further action.
Previously, criminal charges against Howarth for alleged misconduct in a public office were dropped. The Crown Prosecution Service discontinued the case, leading to her acquittal. While she no longer serves in the police force, Howarth remains under investigation for potential misconduct.
Howarth, who now shares glamorous photos with her extensive social media following, found herself entangled in the workplace scandal after exchanging explicit messages with Greenwood and engaging in a sexual encounter with him while he was out jogging, shortly after her 21st birthday.
During investigations, Greenwood claimed that Howarth initiated the affair and was attracted to older men. Howarth explained that her decision to engage in the relationship was influenced by personal issues with her boyfriend at the time, rather than Greenwood’s position in the force.
In a separate incident, Howarth became involved with Joseph Shaw, a drug dealer she met on Tinder, which Greenwood became aware of. Neither Howarth nor Greenwood reported these interactions to professional standards. Text exchanges between Howarth and Greenwood continued until Shaw’s arrest for drug offenses in November, leading to Howarth’s subsequent arrest on suspicion of sharing information with her criminal boyfriend.
Upon learning of Howarth’s arrest, Greenwood attempted to erase evidence from his phone, but his actions were discovered by West Yorkshire Police.
