A recent gruesome discovery in Tijuana, Baja California, Mexico, revealed a lifeless body hanging from a bridge, accompanied by a menacing message. The victim was found on the Tijuana-Tecate highway with visible signs of violence. The banner left at the scene, believed to be from the Jalisco New Generation Cartel (CJNG), referred to the victim as “Cabezón” and indicated that he was being left for his associates. Nearby, authorities found a container with human remains.
Law enforcement immediately secured the area for investigation, withholding details about the victim and the cause of death. This incident adds to the rising violence in Tijuana, where over 40 homicides have been recorded this month. It is not uncommon for criminal groups to display the bodies of their rivals in public places as a show of power.
The Jalisco New Generation Cartel, formed in 2009, is led by Nemesio Oseguera Cervantes, known as “El Mencho,” a top target for law enforcement agencies. Despite recent efforts by the Mexican government to combat organized crime, tensions persist, with the US pressing for stronger actions. President Claudia Sheinbaum reported a significant decrease in daily homicides since taking office, aiming to address security challenges without foreign military involvement.
Mexico has seen a decline in homicides over the years, with 17.5 per 100,000 residents in 2025 compared to 29.1 in 2018. Sheinbaum’s administration has cooperated with the US on extraditions and border security but remains cautious about external military interventions. Recent discussions between Mexican and US officials have focused on security cooperation, trade, and investment, emphasizing respect for each country’s sovereignty.
