Several Western intelligence agencies have been working overtime to determine the extent of sensitive information accessed by an accused Canadian spy during her internships at various agencies and government departments this summer.

Biwei Zhang, a Canadian intern at NATO military’s headquarters in Mons, Belgium, was apprehended by Belgian authorities in July on suspicion of espionage and connections with a foreign criminal entity. She has been in pretrial detention since her arrest and recently had an appeal for release denied.

Belgian justice and security officials have been tight-lipped about the case, refusing to disclose her identity. However, a CBC News investigation in late July revealed her identity through publicly available records, unveiling her tenure at prominent organizations over the past decade.

Zhang’s professional journey included roles as an economist at Statistics Canada, a systems engineer at the Canadian Space Agency, and positions at the European Space Agency in Italy and the World Trade Organization in Switzerland.

While Belgian authorities have not explicitly named the country she allegedly spied for, European media reports, citing intelligence sources, suggest China’s involvement.

The Canadian Security and Intelligence Service (CSIS) has confirmed its involvement in a comprehensive damage assessment across multiple departments. Magali Hébert, a CSIS spokesperson, emphasized the need to review and address potential implications of such security incidents.

Confidential sources in intelligence and diplomatic circles have been discussing the repercussions of Zhang’s alleged actions. Kenneth Lasoen, an intelligence lecturer at the University of Antwerp, highlighted the importance of investigating her activities for several European intelligence services.

As investigations continue, questions arise regarding the extent of Zhang’s access, potential damages caused, and any affiliations to broader networks. Public attention in Canada has primarily focused on the security clearance process for the accused spy, while intelligence agencies are more concerned with the implications of her actions and possible accomplices.

In light of her arrest at NATO’s military headquarters, concerns have been raised regarding the information Zhang may have obtained and whether it was directly beneficial to Chinese military intelligence. The investigation delves into whether she operated independently for China or through a third-party criminal organization.

European networks allegedly cooperating with Chinese intelligence agencies have been identified, including Fujian community associations in Italy and Spain. Chinese overseas police stations are also known for intelligence collaborations.

Authorities are meticulously analyzing the data accessed by Zhang during her internships, particularly within military and intelligence departments, to assess its value to a foreign power.

Zhang’s role as an IT intern raises further concerns, given China’s strategic approach to cyber espionage, focusing on stealth intrusions rather than overt attacks. The intricate techniques employed aim to implant malware in critical systems for future activation or establish a covert presence within target networks.

A recent European media report suggested that Zhang’s counterintelligence probe at SHAPE was prompted by suspicious behavior around restricted military areas and inquiries about security breaches, leading Belgian officials to suspect potential accomplices.

The investigation continues to unravel the complexities of this espionage case, shedding light on the intricate web of international intelligence activities and security risks.
