The ongoing Covid-19 Inquiry has sparked a heated discussion surrounding the effectiveness of lockdown measures. Various analysts are selectively using quotes from the extensive 760-page report to align with their existing viewpoints. Nevertheless, the key finding of the largest public inquiry in British history is evident – without lockdowns, there would have been an “unconscionable and unacceptable” loss of life, leading to a dire strain on the NHS.

Baroness Heather Hallett, the chair of the inquiry, highlighted that while full national lockdowns might have been avoidable, they became inevitable due to the government’s inaction led by Prime Minister Boris Johnson. The reluctance to adopt preventive measures early on, such as contact tracing and face coverings, resulted in the necessity of imposing stringent restrictions.

The report pointed out that implementing milder measures before March 16, 2020, could have potentially shortened or even averted the need for a mandatory lockdown. Critics of lockdowns, often the same individuals opposing basic preventive measures like mask-wearing and social distancing, inadvertently contributed to the need for lockdowns.

The inquiry revealed instances where political leaders, including Prime Minister Johnson, downplayed the severity of the situation. Johnson’s public display of shaking hands despite scientific advice against it symbolized a lack of urgency in addressing the growing crisis. The premature easing of restrictions in July 2020 heightened the risk of a second lockdown, which was cautioned against by scientific advisers.

In retrospect, the inquiry emphasized that if stricter measures had been enforced earlier, the cycle of lockdowns might have been broken. The comprehensive scope of the public inquiry serves as a crucial platform for learning essential lessons from past mistakes. It is imperative to discern and rectify the missteps that made lockdowns inevitable to better prepare for future crises.
