I have experienced the distress of being stalked firsthand. The unsettling feeling of seeing the stalker’s name resurface and the dread of realizing they have found new ways to contact you are all too familiar. This fear lingers, causing you to double-check your locks, hesitate at your doorstep, and scrutinize your social media accounts.

Stalking transcends mere annoyance; it is a profoundly terrifying and incapacitating experience. It poses a significant threat that is often disregarded. Therefore, the urgent independent review of stalking laws announced today is not just a welcome development but a crucial one. Every victim failed by a system that fails to acknowledge stalking as a severe crime deserves this reassessment.

Having personally listened to victims recount how stalking has shattered their lives and hearing their frustrations with law enforcement’s lack of responsiveness, I am dedicated to ensuring that this review instigates tangible change. Led by Richard Wright KC, a highly seasoned criminal barrister in the UK, this review will evaluate the adequacy of our laws in safeguarding victims and penalizing offenders.

It will delve into the synergy between stalking and harassment laws. Richard’s involvement in the case of Alice Ruggles, tragically murdered by her stalker, provides him with firsthand insight into the devastating impact of this crime and underscores the necessity for effective legal measures. Importantly, the review will assess the adaptability of our laws to the evolving manifestations of stalking, including online and technological methods that did not exist when the laws were formulated.

Stalking is not always conspicuous, sometimes manifesting as intrusive surveillance through digital platforms. Our legal framework must evolve to detect and counteract such behavior. While progress has been made with new laws enhancing Stalking Protection Orders and the introduction of police guidelines to safeguard victims against online stalkers, more needs to be done to aid the estimated 1.4 million individuals who encountered stalking last year.

My personal commitment to reducing violence against women and girls by half within a decade stems from a desire to prevent others from enduring what I went through. Ensuring that victims are believed, shielded, and supported is paramount. Stalking is not just a criminal act but a forewarning, and neglecting it poses a risk of further harm. Let us not wait for another tragedy like Alice Ruggles’ murder; let us take action now.
